बीएसईबी के अध्यक्ष श्री आनंद किशोर ने कहा कि “बिहार से हर साल लाखों छात्र उच्च शिक्षा के लिए दिल्ली-एनसीआर आते हैं। यहां कॉलेज में प्रवेश पाने के दौरान, उन्हें अकादमिक पेपर में गलतियों या कागजात खोने के कारण समस्याओं का सामना करना पड़ता है। कई बार बिहार से एकत्र किए जाने की आवश्यकता के रूप में सही या डुप्लीकेट प्रमाणपत्र प्राप्त करने में समय की कमी के कारण वे अच्छे कॉलेजों में प्रवेश पाने से वंचित रह जाते हैं।
कमोबेश नौकरीपेशा लोगों को भी इसी तरह की समस्याओं का सामना करना पड़ता है। ऐसे में यह क्षेत्रीय कार्यालय उनके लिए काफी मददगार होगा।
